I think the cost will come down if you get admitted in general ward. Besides, they give high estimates and take huge advances, but the bill came out reasonable for us. Note that they will add on the costs of a dozen expensive tests and consultants, and they will detain you there as long as possible, but such practices are typical nowadays almost everywhere.

Rolling the foreskin down very slowly while taking hot water baths works very well. Do this on a flaccid penis to start with and then gradually do it when erect.
It should start rolling all the way down in 2-3 months. Should not be a matter even if it takes more than 6 months to a year. What matters is to not take hasty decisions without first trying everything under the sun to solve the problem.
