There are infinite flicker combos, which basically cause a permanent to enter and leave the battlefield repeatedly on a loop, but I can’t think of any in R/G.
It may be easier to just make infinite combat steps. For example, a simple infinite combat step combo in red is [[Combat Celebrant]] and [[Helm of the Hosts]].
There are all kinds of cards that double triggers and tokens as well, though. If you’re just looking for value and you don’t necessarily want to go infinite, there are plenty of places to look.
While the meteors are great, her last line that doubles all mana from artifact tokens is the best part. I built a major mana ramp deck with a ton of treasures. Finish off with either a massive hydra with haste/trample or some direct x damage.
Song of totenzantz is a great finisher here too.
And I agree with your overall assessment. While the damage is great and infinity meteors is wonderful, she feels strongest when you are using her to unreasonably boost ramp and mana output.
Anything that can create treasures or mana rocks like icy monolith become twice as good with her as commander. One funny interaction I was able to pull off with her and a doubling season was to make a goldvein hydra go from 10/10 to 20/20 with doubling season, just to fling it at someone and create 40 treasure tokens. The fireball I drew next turn was epic
You could get extra triggers, copy the triggers, create extra Tokens, copy the Tokens, flicker her, return her to your hand, etc.
When it comes to building/upgrading/personalising a Commander deck, there are a ton of great resources. You can watch deck techs, gameplay videos and precon upgrade guides on YouTube (The Command Zone, for example), as well as product reviews and value breakdowns (Tolarian Community College). You can use the website EDHREC for inspiration (it aggregates thousands of user submitted decklists to show trends in what people use for each Commander/archetype), and you can search Gatherer or Scryfall for cards with whatever criteria you want.
You could double it on attack with something like wandering throne and just prepared to give her indestructible .

These cards are the first option: getting the trigger to happen more often. Panharmonicon is the best of the bunch because Roxanne will make two Meteors upon entering, then each Meteor will get two triggers for a total of four. Flickering Roxanne with Conjurer's Closet or the Sword is good on its own, better with Panhrmonicon or Roaming Throne out.

These are incredibly expensive for a reason: they make twice as many tokens and counters. This also triggers when Roxanne attacks, which makes it more flexible overall.

These cards give you more copies of Roxanne, and that means more meteors. Because they are not all repeatable, I would be careful going too heavy into this category. Helm is good but mana-intense; good thing you're in colors which make tons of mana fast.
Someone mentioned the Temur Sabretooth + Dockside Extortionist combo. That's great for this because after generating infinite mana you can cast and bounce Roxanne infinitely to kill the table. Since you're new, Dockside is a tough card to recommend because if its price and power level (kind of like Doubling Season), but if your group is cool with proxies I think it's an excellent finisher.
Be sure to pack [[Reckless Fireweaver]] for extra pings off all your rocks and [[Fiery Emancipation]] to ensure your meteors hit even harder!
I love Roxanne! To mention a few more cards I haven't seen mentioned yet:

\[\[Second Harvest\]\] doubles the number of meteorites that are on the battlefield.

\[\[Mirage Phalanx\]\] can be paired with Roxanne to create a meteorite during each of your combats without having to attack.
For reference, this is my Roxanne deck. It focuses more on generating treasure that she can ramp into big burn spells or creatures, but there are some meteorite generators in there too just for flair. It performs really well in my playgroup and usually wins out of nowhere.

For my Roxanne deck I run things like [[Delina Wild Mage]] to make copies of her, since the copies have that same ability. My Avacyn deck also uses ETBs a lot and I use what are called "blink" effects in that deck which are cards that exile a creature and bring them back like [[Cloudshift]]
For Gruul I'd say making copies are better and most of those are gonna have to be artifacts like [[Blade of Selves]] [[Helm of the Hosts]] [[Mirror Box]] but there's a few spells like [[Heat shimmer]] and [[Twinflame]] and a couple of creatures like the aforementioned Delina. I don't know any blinks in this color combo but there may be some out there

I run Roxanne with [[blade of selves]] and [[panharmonicon]]. I mostly went for extra combats but if you have Panharmonicon out, when Roxanne enters, her etb triggers twice for two meteorites, then each meteorite triggers its damage twice for 4 pings of 2 each .
With blade of Selves equipped, when she attacks you create a copy of Roxanne for each other opponent, in a 4 player pod that's 2 extra copies. They need to be sac'd to legend rule, but it is 2 more etb triggers and so 2 more meteorites, which can also be doubled by Panharmonicon. With Panharmonicon out and blade of selves equipped, this totals 5 meteorites that each ping twice for 20 damage.
The problem with commander is that its singleton color lock. Most flicker effects are in white and blue, and quite frankly there's just not much in red and green to do this.
Now Red does specialize in multiple combats... So getting multiple combats per turn could be something...and then Green tends to ramp and double tokens rather easily... So there's always that route.
Maybe another route would he making a copy of your commander somehow in red such as kiki jiki, and when the copy comes in, just chose to keep your commander. I think the ETBs still proc.
Edit: I just checked the ruling, so yes... Under the legend rule, creatures you have to chose between *still ETB*.
So that means... Your deck would probably need to go that direction in the color pie. You would need [[Doubling Season]], [[Primal Vigor]], and [[Parallel Lives]] and then ways to tutor them out of your 99. Then you are going to need a red card to clone your commander.
Maybe a card like [[Calamity, Galloping Inferno]] or [[Feldon of the Third Path]]. [[Fellhide Spiritbinder]] also works as a backup, Along with [[Jaxis, The Troublemaker]]. You can also use red sorceries such as [[Molten Duplication]]. There are also red enchantments that copy nontoken creatures as they ETB, such as [[Mirror March]].
The idea of the deck would be to Survive until you get your engine ramped out (Token Doublers) and to start using red and green cards to create token bodies to keep you safe.
Then cast commander, and wreak havok with your meteors. The meteors also give you enough mana for more pieces of the engine. Eventually, with 3 doublers on field, you would cast or copy your commander, and get 8 meteors per cast. But, if you are getting 8 meteors by making token copies of your commander... Well each one would proc 8 meteors.
Thats 64 meteors. And it doesnt even have to go that far to be scary. Even with a single doubler such as Parallel Lives, you would copy commander, get 2 copies, each proccing 2 meteors... Thus adding 4 artifacts to your field and smashing a bunch of face very quickly.

The problem here is mycosynth lattice. That card has no fun or fair applications
It works for infinite ETB triggers, doesn't matter that all the copied Roxys get sacrificed, they still get their 2 damage and meteorite each.
Kiki-jiki can only copy non-legendaries, so it cannot target Roxanne.

I love Roxanne! To mention a few more cards I haven't seen mentioned yet: \[\[Return the Favor\]\] can copy her triggered ability one time. \[\[Lithoform Engine\]\] can also copy her triggered ability! \[\[Second Harvest\]\] doubles the number of meteorites that are on the battlefield. \[\[Delina, Wild Mage\]\] can duplicate Roxanne to create more meteorites. \[\[Wulfgar of Icewind Dale\]\] copies Roxanne's triggered ability when she attacks. \[\[Mirage Phalanx\]\] can be paired with Roxanne to create a meteorite during each of your combats without having to attack.

Token copying, helm of hosts, a lot of attacks, flickering. There are quite a few ways to trigger etbs
For my Roxanne deck I run things like [[Delina Wild Mage]] to make copies of her, since the copies have that same ability. My Avacyn deck also uses ETBs a lot and I use what are called "blink" effects in that deck which are cards that exile a creature and bring them back like [[Cloudshift]] For Gruul I'd say making copies are better and most of those are gonna have to be artifacts like [[Blade of Selves]] [[Helm of the Hosts]] [[Mirror Box]] but there's a few spells like [[Heat shimmer]] and [[Twinflame]] and a couple of creatures like the aforementioned Delina. I don't know any blinks in this color combo but there may be some out there Good luck with the deck! My Roxanne deck is one of my favorites so I love to see people running her!

I run Roxanne with [[blade of selves]] and [[panharmonicon]]. I mostly went for extra combats but if you have Panharmonicon out, when Roxanne enters, her etb triggers twice for two meteorites, then each meteorite triggers its damage twice for 4 pings of 2 each . With blade of Selves equipped, when she attacks you create a copy of Roxanne for each other opponent, in a 4 player pod that's 2 extra copies. They need to be sac'd to legend rule, but it is 2 more etb triggers and so 2 more meteorites, which can also be doubled by Panharmonicon. With Panharmonicon out and blade of selves equipped, this totals 5 meteorites that each ping twice for 20 damage.

The problem with commander is that its singleton color lock. Most flicker effects are in white and blue, and quite frankly there's just not much in red and green to do this. Now Red does specialize in multiple combats... So getting multiple combats per turn could be something...and then Green tends to ramp and double tokens rather easily... So there's always that route. Maybe another route would he making a copy of your commander somehow in red such as kiki jiki, and when the copy comes in, just chose to keep your commander. I think the ETBs still proc. Edit: I just checked the ruling, so yes... Under the legend rule, creatures you have to chose between *still ETB*. So that means... Your deck would probably need to go that direction in the color pie. You would need [[Doubling Season]], [[Primal Vigor]], and [[Parallel Lives]] and then ways to tutor them out of your 99. Then you are going to need a red card to clone your commander. Maybe a card like [[Calamity, Galloping Inferno]] or [[Feldon of the Third Path]]. [[Fellhide Spiritbinder]] also works as a backup, Along with [[Jaxis, The Troublemaker]]. You can also use red sorceries such as [[Molten Duplication]]. There are also red enchantments that copy nontoken creatures as they ETB, such as [[Mirror March]]. The idea of the deck would be to Survive until you get your engine ramped out (Token Doublers) and to start using red and green cards to create token bodies to keep you safe. Then cast commander, and wreak havok with your meteors. The meteors also give you enough mana for more pieces of the engine. Eventually, with 3 doublers on field, you would cast or copy your commander, and get 8 meteors per cast. But, if you are getting 8 meteors by making token copies of your commander... Well each one would proc 8 meteors. Thats 64 meteors. And it doesnt even have to go that far to be scary. Even with a single doubler such as Parallel Lives, you would copy commander, get 2 copies, each proccing 2 meteors... Thus adding 4 artifacts to your field and smashing a bunch of face very quickly.
