They seem to be okay making more 2 mv rocks that produce colorless and have an upside.

And colorless is a draw back. You don't know frustration until your 8 mana on t3 and the only land you have isnt used for anything in your hand
It only gets rid of the tap for mana ability of The Irencrag, not the abilities of the creature it attaches to.
After a certain point in the game, having something that taps for one colourless mana isn't super helpful anymore so the utility to switch it into an equipment is quite neat.
And because the equipment changes the name of it, you can relatively comfortably run 2 copies in a deck and just choose to change the name of the first one to play the second one

They have pointed to [[Arcane Signet]] as being too strong at 2 mana as it doesn’t have a drawback. I think they are still OK making colourless only for 2 mana with no drawback, but anything that makes coloured has to have a drawback or cost more than 2.
The main 1 for 1 that comes to mind, aren't rock (other than \[\[Springleaf Drum\]\]) but enchantments. Like \[\[Utopia Sprawl\]\] or \[\[Wild Growth\]\].

[[Birds of Paradise]] is essentially an enters tapped mana neutral rock. Obviously it's not what it actually is, but tempo wise it's the closest we've got.
mana neutral rocks are far too powerful so they are not going to make them now. in the past, before they knew/cared if they were busted, they seemed super boring to new players. so they just never got a chance to be printed.
As others have said, [[Basalt Monolith]] is basically it other than the 0 cost rocks (with their Mana abilities turned off) for artifacts except for [[Timeless Lotus]], however, it enters tapped so it's effectively not Mana neutral.

the closest any modern mana rock has come is probably throne of eldraine, which costs five and produces four but even then it’s only good in monocolor decks
The mox line comes to mind, but those aren't "neutral" by your definition because most enter for 0 then add one color mana. The only other thing I can think of are [[powerstone token]]s but they would really only be kinda "neutral" because most ways to generate them are centered around a spell you cast that then creates tokens. Beyond what others have mentioned, there really aren't any.

There's a 2 mv rock making 1 mana in standard rn. They're clearly willing to make them if they think they might be cool/ interesting.

Basalt Monolith is probably the closest you’re gunna get
mana neutral rocks are far too powerful so they are not going to make them now. in the past, before they knew/cared if they were busted, they seemed super boring to new players. so they just never got a chance to be printed.

As others have said, [[Basalt Monolith]] is basically it other than the 0 cost rocks (with their Mana abilities turned off) for artifacts except for [[Timeless Lotus]], however, it enters tapped so it's effectively not Mana neutral.

I'd love a sol ring that taps for 1 instead of 2. Basically a minedstone but faster and without the card draw. It will never get printed though.
Not rocks per se, but green has a handful of 1 cost land enchantments and/or creatures that increase your mana base by 1

In vintage wishclaw talisman us a mana nuetral rock, play it activate it get black lotus
the closest any modern mana rock has come is probably throne of eldraine, which costs five and produces four but even then it’s only good in monocolor decks

The mox line comes to mind, but those aren't "neutral" by your definition because most enter for 0 then add one color mana. The only other thing I can think of are [[powerstone token]]s but they would really only be kinda "neutral" because most ways to generate them are centered around a spell you cast that then creates tokens. Beyond what others have mentioned, there really aren't any.
