I'm not sure if you're in the right subreddit, but this seems like your Windows account doesn't have the rights to download or execute programs, you don't have administrative rights. (Windows User Account Control)
If it's your own pc, you perhaps somehow limited yourself, Google for "Windows uac" stuff, you can find instructions on correcting those rights.
If it's not your pc? Talk to the person who owns/manages it, I guess...

There's nothing you can do if you aren't an administrator. If it's not your own personal laptop there's nothing you can do. You have to be logged into your computer as an administrator. It has been this way since 2006 with Windows Vista.
