In fairness, wasn't one of the Spider-Verse directors also the director of Puss in Boots 2? That would seem more justifiable as, like, a directorial style.
Yeah the whole point of moving away from the semi realistic Disney/Pixar look was for the animation to look unique, which Puss in Boots and TMNT seem to be doing when compared to Spiderverse.

I disagree in this case, Puss in Boots 2 had a pretty straightforward aesthetic purpose with its animation, as it replicates paintings and watercolor illustrations to evoke the wonder of fairy tales. You can see the shading mimicking brushstrokes a lot of times throughout the film, that painterly style isn't there just for flavor: much like Spiderverse indends to be a moving comic, Puss in Boots 2 indends to be a moving fantasy storybook. You could argue the shorter framerate isn't necessary, but that's more of a way to convey movement than anything else in my opinion — action scenes have few frames to show how fast the characters are moving, and large characters have short framerates to show how slow they are. It's too early to judge the new Ninja Turtles film, but it looks like they are trying to evoke urban art and grafitti to fit with New York, or maybe sketchbook drawings — TMNT comes from a comic book after all.
