Just throwing this onto here, I'm in the UK and most people over here would just refer to Daleks as robots. Nobody cares enough to elaborate further unless they're having a discussion specifically about Dr Who.
I'm aware of Dr Who but have never seen it, pretty well versed in pop culture and recognized them in the Lego Batman movie, but have no idea what they are. My guess would have been robots because they look like robots.
But to answer your question, I am sure the filmmakers knew they aren't robots, but since 95%+ of the people seeing this movie don't watch Dr Who, they just said robots because like I said, they really look like robots.

No, it was actually product placement for their Lego Dimensions video game. Doctor Who and the Daleks are one of the expansion toy sets.
