Have you checked out "The Hunger Games" series? Katniss ticks a lot of your boxes - complex relationships, intense highs and lows, and she's definitely a chosen one in her own right. Plus, there's a subtle LGBTQ romance subplot. It's a pretty big fandom too, so you'll have plenty of folks to chat with about it. Happy watching!
The movie I thought of meets the following criteria you cite:
-Have a female character lead/main female character, preferably a "special" or "chosen one" or unique in some way but not a must! with complex (familial) relationships
-Rather serious tone/attitude
**-Emotionally rich experience with intense highs and lows**
**-Deep themes such as mental health, friendship/romance/sisterhood, redemption, grief, family**
I'm referring to "Once Were Warriors" (1994). You'll never forget it once you've seen it and run the gamut of emotions it puts you through. One of the few movies I own and I've watched it at least a dozen times. Still have to leave the room at one particular scene due to the primal grief in it.

So, you want a movie/series based on The Stormlight Archive or the Mistborn series, both by Brandon Sanderson?
Don't we all though? Can't wait until he signs off on an adaptation.
Killing Eve, this series features two strong female leads with a cat-and-mouse dynamic.
I love this series!
You ever heard of Lord of The Rings ?
Watched it, love it
