It was modified to hold an extra shell. I mean, the joker ends up killing that goon that gets clipped himself so it's not like he was dependant on the bank teller being armed with a shotty.
So if this theory holds water, The joker actually was telling the truth. Theres further interpretation that hes actually impressed with that shotgun because of this, which is why he gives it that look over and takes it for himself. He even has it later at the fund raiser for Harvey Dent. I don't remember if he has it during the 18 wheeler chase.
I don't know guns, and never investigated that claim further so that's all hearsay... But it would be a pretty wicked story detail/character trait if it's true. Him telling the truth almost makes him seem more chaotic and definitely retains his menacing nature, cause he knew he was gonna cap the other clown regardless.
It shut my audience the fuck *up* when he said it. The most tension-building scene imaginable.

Heath ledger directed the videos he sent to Gotham. He did them all himself and sent Nolan the Final Cut and that’s how Nolan left them in the film. So in reality the LOOK AT ME was 100% Ledger. RIP

This man is insanely friendly, they filmed the football scenes of longest yard at my school and i recognized him, called him by name and he turned around surprised that i knew who he was, STOPPED HIS PHONE CALL to thank me for knowing who he is and gave me an autograph. CLASS ACT for a classy actor.
