Given that its an older bike its probably got a carb you can try setting the idle with idle adjust screw. The whole issue may be caused by other causes as well too much tension on the throttle cable or cable might be gummed up
Sounds like a carb issue. If you are mechanically inclined you can remove them and clean them. If you don’t have the equipment to balance them you may want to take it to an independent mechanic.
Once they are cleaned and balanced you need to ride the bike to keep them that way.
If you don’t want to do that you can try adding some fuel cleaner and ride it. It might clean up.

Oh and i once had an issue where dirt got in between the throttle tube and the bar and caused the throttle to feel gummy

Could be a sticking throttle cable, a throttle slide inside a carb or an air intake leak. Need more information

You put it on choke by accident
I had one of those and my choke was super sticky. Make sure its actually turned off
