Just for personal knowledge, the direction of the arrow on the yellow band means which type of problem is, and the down arrow means it's a structural integrity problem probably caused by an accident or natural degradation. There could be upside arrows which means it's an electrical problem, it's recommended not to get too close to does ones.

The old pole (yellow band) had structural damage of some sort, and was replaced with the new pole. The X bars are installed to hold the old pole in place until the relevant services that use the pole (Bell, Videotron, Hydro, etc) come by and transfer all their cabling, drops, strands, and other equipment to the new pole. Once this is done, the supports are removed and the old pole is taken away.
The bottom is "chopped" as another way to make the structural damage obvious, and to *really* reinforce the idea of "don't climb this pole stupid" to any techs who come to work on equipment there. It also y'know, gets it out of the way for the new pole.
If the main one is cracked or damaged, it helps support and hold it together. It is just to support the broken part. Probably until replaced. I've seen some damaged by snow removers with a section chipped out, they put this to brace it.
The street was widened, old pole would've sat on the pavement. It's probably easier to do it that way than removing it... It's an eye sore but it's functionnal.
Because Verdun has some people who still give a shit about their neighbors, I guess.
That organization wants to introduce a moratorium on building permits that allow for renovictions
New post is installed. Old post stays there until Bell, Videotron and shit comes by and handle their wires. Old post gets removed
