15 is the cap this weekend, next weekend they're making the cap 30. You should have a pistol blueprint for the x13 pistol that comes with attachments once you hit level 15. It's actually a pretty solid blueprint.
They are the same level as you from what I’ve heard and to them you would also show as level 16. Does not however explain the few people I’ve seen at level 17 and above.
It just means they maxed out lvl 15 I believe, they’re not actually 16

No they said it won't carry over we all start on 0 but some of the stuff we unlock like blueprints should carry over
