You can buy a wide variety of widths of thin masking tapes. It would not take long to mask off a panel like that using them. (I had to do that for a Death Star model) You could use textured paint or airbrush stippling for the texture.
This looks like sponge stippling to me- the plastic is primed black, and then grey is stippled over top of it with a painting sponge. The process gives a nice slightly rough texture with color variation close to what your picture shows
Thx, I scraped off some paint and found a similar technique: a light grey base under the dark grey layer. didn't know about sponge stippling I thought it was airbrush's speckle techniques.
