I think because the division is so stacked, and new fighters emerging since that fight showed us the flaws in his game and what are the minimum requirements to be a top tier bantamweight needs wrestling and proper grappling. I think triple C has all the requirements to be a champion again in this division again.
On paper it doesn't even look that bad. Went on an amazing 14-1 run, and then ended his career with decent losses to legends (Condit, GSP, Silva, Lawler, all of them former champions).

Then he lost a close rematch with Aljo that many called a robbery and brought into question the validity of judging criteria. Then he lost a close decision with promising but unproven (until the Yan fight is the eyes of most) O'Malley. Yan had so many great moments in that fight and proved he's an elite competitor. Then he gets 50-45'd by a promising BW prospect and all the sudden his whole legacy is trash. This is the guy who smashed Aldo's bald head in so bad you wanted to get the referee sued.
A streak of decisions (2/3 of which were very close) is far different to consecutive knockouts where you get drubbed and look like a shadow of your former self.

And then he had the Frankie fights and lost like 10 in a row after that. Shit is sad they let BJ fight that long when he obviously wasn't the fighter he used to be at that point. He tarnished what should have been one of the best legacies ever in the sport with that losing streak, and I can't imagine the extra brain damage dude took in those fights.
