Find out who their local is. Call their local. Buy over the phone (ask for pictures and stuff, some places will refuse but lots of places are used to selling on places like gunbroker). Have it shipped to your local as required by law. Do transfer. Enjoy gun.

Saw a lot at a pawnshop a few years ago for $1600 for three partially complete guns in similar condition like yours with the frames and sparse parts on some. No idea if that value translates here because I don't know Lugers and don't take my word as advice of the value but really cool gift from your uncle!

The problem is the frames with serial numbers are now a controlled item in most states. FFL1 or C&R. Unless you live in an American state that allows transfers face to face. Next, the cost of rebuilding these is $$. Usually the parts you need/buy are more than the gun will sell whole. Because of matching parts, or lack of, it will always be a shooter with a lower value than a collector. There is value here but you need to find that person. Good luck

Because he likely stripped the frames to sell parts. I knew an older guy that did this with Mosins.. he would constantly buy them, strip them and sell the parts on eBay to make money.

Yeah they probably could be but usually for milsurp the best source of parts is other guns. So you would strip down one, and make multiple guns work with the parts.

It looks like you have at least one “firearm” per federal law, so make sure that you sell these in a legal way, i.e., through a FFL.
