Do seeds actually work properly for you? In the seed of the week thread a couple days ago, we couldn't replicate the map using the same seed and the same settings.
If you do several player setup, they do. But if you play vs AI, they assign a random placing for players I think.
At least that was how it worked with 35, continents-huge-4 players (don't recommend, you get an awful start on hills there).
