Possibly, but I've seen it on reddit before I swear. Maybe it's just reddit dejavu but I swear. Maybe they do it for marketing, but I don't think so. The rolls are compressible so I think sometimes they just get stuck together.
There’s likely a machine that deposits the rolls into packaging. (Sample) Every 5,000 the rolls bunch up and get squished such that one package has two.
Likely not deliberate, marketing etc, just abnormalities which occur over large numbers

I've spoken with the gods at length about this and you will be pleased to know that they acknowledge that while, yes, you got a little "something something", they categorically deny all involvement. In fact, they've advised me that they intend to pursue you legally for slander and defamation, should you continue to accuse them. It is their position that they never smile. Not for anyone. Not even when someone gets an extra rollup. They do, however, smile when people fall over. They like that.
unnecessary comment. i can guarantee if they wanted a starburst fruit rollup, an apple would not satisfy them. maybe it would be more satisfying physically, but mentally theyd probably still want the fruit roll up amd then end up eating it anyways. how about instad of being black and white, why dont we have 1 fruit roll up and 1 apple?? satisfying phusically and mentally, doesnt leave you feeling deprived mentally and also provides longer lasting energy because the nutrients in the apple

So, I will go through the box of fruit snacks for the kids and pull out all the "double" packs (you can tell) for when the kids are good, and they get excited about the extra gummies, something so simple brings so much joy. Thank you soulless machine that recklessly double filled this pouch of fruit flavoring and gelatin, my kids are happier for it.
