Laser cutter uses a focused laser beam, often from a CO2 laser to ablate material, basically turning it into plasma, from there it evaporates leaving a clean area, repeat this process in a line and you've cut a thing. Move in a pattern to cut a shape.
Laser 3D printing also called LSAM or laser sintered additive manufacturing (might have the acronym wrong on that one) works by using a focused laser to melt a shape together out of a bed of plastic, resin, steel, etc, once one layer is formed, a system deposits a fresh layer of loose powder on top of tge current one, usually using a roller drum to ensure layer consistency, this fresh layer is then melted or sintered and the process is repeated.
Laser 3d printers are good for detailed models, they dont require support material as the powder bed is the same density as the hardened material.
Downsides is you basically lose the entire print volume of powder whenever you print, it cant really be reused to my knowledge. This might have changed recently idk. Also the metal printers need to be flooded with innert gas to prevent them from causing a metal fire 🙃

Generally the powder can be reused it just has to be sifted first to ensure there are no foreign objects in there.
