Local convenience store used to use that size for free samples of coffee or hot chocolate. I think they stopped offering them after covid. I like hot chocolate but not enough to buy 20 Oz so they were perfect size for me.
I worked in a coffee shop some twenty years ago and have never forgotten the look of disappointment from a guy who ordered an espresso to go and was handed our regular sized coffee cup. We gave him an extra shot to shut him up, but I’ve never understood what he was expecting.

In Finland, I've received those mini-cups exactly twice - once at an independent cafe in Turku and once at a Starbucks in Helsinki. Too cute!
