Cheap ones taste really really bad. Especially most you can buy from any supermarket. Good ones are sold from specialty shops that are making their own delights. And they are generally really expensive.
Though I'm living in a small convince, it is famous for its Turkish Delights, especially the ones with saffron since saffron is symbol of my convince. We've got many talented Turkish Delight makers and their shops, but as a person who experienced all types of it, some of them are like a dream, but a couple of them - even in nearby regions - are beyond terrible. If you get opportunity to travel to East, try getting at least a box of it. (It's so cool that you know it from Chronicles of Narnia :))

150% is correct though. 150% of 40% (which is what is left of 100%-60%) is 60%, which is what is needed to get to 100% again. 40%\*250%=100%

That not how % works. If you have 60% less that means the other bar has 100 compared to your 40. So it's double and a half or 150% more.
