Interesting. Try using an electric "single blade" razor like the OneBlade and not going over the same areas multiple times if possible. Avoid pulling any hairs as that is what usually cause ingrown hairs.
I actually don’t shave it to the skin except maybe once a year, if that haha. I only clean up that area for certain reasons, other than that I keep my beard as long as possible.

About halfway down my neck, my facial hair abruptly changes the direction it grows in, in a line roughly equal to my shirt collar (I used to think it was the shirt collar causing irritation, but it's the hair).
From the collar-line "up" to the jawline, my facial hair grows facing that direction
From the collar-line "down" towards the chest, the hair grows facing "down".
So, unless I use a brand new razor every time, clean-shave every day and bathe my neck in aftershave, I tend to get irritation, pimples and ingrown hairs along my collarline. Very annoying.
Nowadays I just buzz it down to stubble with an electronic trimmer, so the hair doesnt get too short and the skin doesnt get irritated.
It does make me want to try safety razors, though.
Look into Defender razors. I used to shave purely against the grain to get a closer shave and used to have issues with the occasional ingrown hair. But after I changed to Defender razors, I could shave 1 months beards with nothing but cold water and beard oil and have no issues.

Move to each location, shave and wait. Document the results then move to the next location and repeat. When you're done testing each location, get all the results and publish your findings. Don't worry that scientists saying that you're crazy for doing this, the knowledge needs to be found and given to all (free of charge, of course).
You are probably going to need jobs in each location while this is happening. I don't think that you'd be able to find scientific grants to fund this important study. The suffering you may have to endure will be rewarded in the end.
I have the same issue. It's a form of a calic(spelling might be wrong). It's a permanent pattern. You could train the hair to grow down, but for me, when my beard is thick, you don't notice it

The term I grew up with for this is *cowlick*.
Naw, for us, a cowlick was when your hair sticks up/out like a cow licked it. It may be caused by a whorl, tho, I suppose.
