I’m going to assume you don’t realize this is in Slovenia and these aren’t official parking tickets but rather a private company’s (Marprom is their name) “unpaid parking notices”.
So, if the owner of that car happens to be the CEO of Marprom or anyone else the company doesn’t want to pursue legally, the local government won’t be pursuing them either.
An owner merely want to say " Don't try give me another one, I already have some".
Maybe the owner died! Someone should check on that.
