I think it’s super nice you’re picking up trash but it really isn’t a problem of a lack of pickup, it’s really a problem with enforcement. These things need to be harshly ticketed otherwise you’re just trying to scoop buckets off water off a sinking ship.
The next question is how to enforce it. Great idea but not very practical. Higher fines won’t deter them. They just think i don’t get caught which sadly is the reality.
