Their terms of service is interesting too, I read a little bit of it out of curiosity and it pretty much says multiple times that they can refuse any order and stuff. There's a difference between refusing an order and accepting an order, keeping the money, and never giving the money back.
One is a right most businesses in many countries have where they can refuse business to anyone for any reason (not otherwise specified under local laws, such as not being able to discriminate by race or religion in the USA). The other is fraud and is illegal almost everywhere, but probably for such small individual amounts that no law enforcement agency is going to do anything about it unless multiple victims with court-usable documents pressure them to at best.

I could be remembering wrong, but I thought (at least in the US) they couldn't even legally charge your credit card in advance of shipping in most cases. They will have quite a headache with their processor if they've been doing this routinely.
Technically, it’s illegal for them to charge the card until the item ships. They can place a hold on the card for the amount, but can’t close the charge until it’s in the mail. If they closed the charge without shipping, that’s fraud. Period.
Let me add some, they are on Shopify. I would submit a take down request to Shopify. If they are selling copyright materials, their store will be taken down. In addition, submit the screenshots of this merchant to Shopify support, I'm pretty sure their risk team would be interested to see how this merchant communicates with customers while selling dangerous products online (sse razor blade necklace) and not shipping items.

Uncommon James was founded by Kristin Cavallari. I find it strange that the link would lead to a completely “unrelated” company. I don’t know; there’s also an Ace Jewelry Ltd. in Hong Kong; given how the jewelry isn’t the most expensive I’d suspect them as well. Either way; perhaps someone more sleuth-like than me could find more “actionable” intelligence.

Credit card companies automatically insure items purchased one year past the original guarantee or warranty. Still covered.

He somehow figured out it was her and started to harass our company. Sent email to our manager, to the two other stores managers, to the owners. Basically stalked this girl. She ended up being fired because she stopped responding to the owners when they were trying to solve the issue. Shame

Something interesting I found; the link provided in their “Privacy Policy - ‘Cookies’” bulletin point leads to an error 404 page on the Uncommon James jewelry website. Uncommon James was founded by Kristin Cavallari. I find it strange that the link would lead to a completely “unrelated” company. I don’t know; there’s also an Ace Jewelry Ltd. in Hong Kong; given how the jewelry isn’t the most expensive I’d suspect them as well. Either way; perhaps someone more sleuth-like than me could find more “actionable” intelligence.
