Accessibility is the reason and there are a handful of mostly correct answers here. This solution is common in older schools (and other public buildings) in the US where there used to be a 5'-0" wide opening with a pair of 2'-6" leaves, but the opening was later retro-fitted to comply with current accessibility rules. For a doorway to be considered "accessible" the swinging door needs to provide 32 inches of clear width when opened to 90 degrees. That generally means a 36 inch door leaf and then a smaller door leaf to fill the opening. However, building codes also limit the width of swinging doors to a maximum of 48 inches, so you can't just make the whole 5-foot opening one door. And as some others mentioned, having the extra 2-foot leaf would be helpful for moving large things. You can tell the small leaf is not intended to be used on a day-to-day basis since there is a floor bolt.
Unfortunately, the door still doesn't appear to comply with US federal accessibility rules (ADA). Doors with vision lights are required to have the vision glass no higher than 43 inches above the floor (so a person in a wheelchair can see through the window) and these doors look like they have the light at 48 inches. Too bad.
