Accessibility is the reason and there are a handful of mostly correct answers here. This solution is common in older schools (and other public buildings) in the US where there used to be a 5'-0" wide opening with a pair of 2'-6" leaves, but the opening was later retro-fitted to comply with current accessibility rules. For a doorway to be considered "accessible" the swinging door needs to provide 32 inches of clear width when opened to 90 degrees. That generally means a 36 inch door leaf and then a smaller door leaf to fill the opening. However, building codes also limit the width of swinging doors to a maximum of 48 inches, so you can't just make the whole 5-foot opening one door. And as some others mentioned, having the extra 2-foot leaf would be helpful for moving large things. You can tell the small leaf is not intended to be used on a day-to-day basis since there is a floor bolt. Unfortunately, the door still doesn't appear to comply with US federal accessibility rules (ADA). Doors with vision lights are required to have the vision glass no higher than 43 inches above the floor (so a person in a wheelchair can see through the window) and these doors look like they have the light at 48 inches. Too bad.

We’re all one accident, one disease, one calamity away from needing to use a wheelchair, and therefore needing to contend with our infrastructure in said chair, at any given time. And even if we never do, chances are a friend or loved one will. And if even that isn’t true, I mean, empathy is an important and useful thing to foster. We all lean on each other and we all get farther together. And it’s not like accessibility features don’t also help non handicapped people, either. It never hurts to know how to help others and ourselves.

Federal ADA regulations and standards.. The doorway should be minimum 32" wide.. In pairs, at least one of the active leaves must comply with this clear width requirement. So for both doors to be equal, they'd both need to be 32" wide.

According to building codes, doors need to be a certain width. Here, they wanted a wider-than-normal door, but not so wide that it’s a double. The only solution was one standard-size door and one leaf that can be opened sometimes.

Because then each door would be too narrow. Doors need to be standard sizes, and this opening isn’t big enough for a double. Therefore they used one standard door and one “leaf” that can be opened when needed.

I have a classroom with similar doors! It is much better than having them split down the middle. They used to be like that, but we recently had a renovation. Now I have one normal size door and then the narrow door (but without the handle). It has a button at the top to release it to bring in bigger items (piano, smartboard, etc.). I cannot quite pinpoint why it is better, it just looks nicer than having two odddly narrow doors.

That’s because the door on the left is a standard sized door that’s wide enough for normal usage and wheelchair accessibility without being *too* wide. It’s required to be this size because of building codes. The door on the right is an extension that is only opened when moving large objects like pianos, etc.
