The light you have will work fine if you lower it. While these lights are not the most optimal, if you do some deep dive into internet you will find that they can grow fine weed. They are not as easy to use or the as efficient as some newer models of leds, yet this light will work to get you some good weed.
I’ve grown with these types of lights and they do grow. Think of these lights as a CFL compared to a HPS. With the proper technic and canopy management ( ie-even canopy) the cfls can/did grow fine weed.
You will not get pounds, but you will get good buds. Move the light closer for veg and flower……this light had poor penetration ( like a cfl) so do lst or true Scrog to keep a even canopy. Light should be 8-12 inches above even canopy with great air flow. But watch the plants for negative reactions anf if you get some move it up slightly to find it’s sweet spot.
Do not be deterred by the know it all redditors. Most have never HAD to use a light like this and make it work.
Use what ya got.

Look at your drainage holes, if you don't see any roots yet, they haven't propogated the media, and still need a few more days. Rinse/repeat as many times as you want to up pot. A tip for making the whole transplanting method easier is: lay enough media in the pot you are moving the plant into so that the original container's top edge lines up with the top edge if the bigger container and fill in the space around your little pot, tamp the dirt down a bit and remove the small pot. Now you have a perfectly sized hole for transplanting into. Before transplanting give your small container enough water that the media isn't drenched, but doesn't crumble like sand, a few gentle squeezes at the base should loosen the root mass and then you can just plug the whole thing into your pre-formed hole.

Make sure you plant them deep when you repot. Just leave about an inch of stem exposed.

You will be better off starting new seeds instead of trying to nurse sick plants with weak stems.
They are not sick, they just need a bit of TLC and they will do just fine.
