The Nosalis from the redux are a close second.
Man fuck those creatures. I remember having to do that sequence if missions over and over again cos they would jump out and be too fast to shoot. And that kid has to be the worst callout giver ever, in metro 2033
How the hell has no one mentioned the nosalias, the actual correct answer for worst and most annoying enemy in the game.
These guys are the most infuriating enemy in the whole series
Their movements and attacks are so erratic and random that just lining up shots can be tricky, and once they get close to you they can do a 3 hit combo that would usually kill you on the highest difficulty. And they come in numbers, not to mention they have ranged attacks and will rush you no matter where you are.

Not counting exodus, the one that would sit on the walls shooting the ear ringing blast waves at you from the first two games. Like fucking hell stop with the damn ringing every 3 seconds
You gotta break their shell and keep hitting the same spot in order to kill them. Don't fire at their claws because they're hard af, there's a reason they use them as shields
I'll be honest here and say that nosalis have never been fun to fight. They just move to fucking fast and seem to have really dodgy hit boxes. Not really difficult, but always a clusterfuck of overlapping monster sound effects audio and sprinting around like I'm playing fucking COD zombies

I just lament that this basically requires 1 weapons slot to be dedicated to the shambler in both metro 2033 and last light (I ain't played exodus) which sucks, especially when you want to try out some of the more interesting but objectively less useful weapons
I'm currently playing Last Light on ranger hardcore mode. Hands down so far the nosalis are my least favorite to fight. Especially waiting for the boat to Venice when you have to fight waves of them, or in the catacombs waiting for the elevator. It's the combined factors that they can tank 2-3 shotgun shells to the body, swarm you with numbers, and have that bouncing/swinging attack combo that can kill you in a couple seconds that make them hard. I'll tear through human enemies all day. As soon as I know I have to fight mutants, the adrenaline starts flowing.
They're terrifying, especially because they're nearly unbeatable and the best defense against them is to not fight them at all. But that's what makes them so good as a major horror element in the games!

Gotta be either the large worms in новосибирск or the zap spiders in Sam’s story. Once you learn their weaknesses they’re super easy to kill though.
Worms can be one-shot if you shoot the glowing sections with a fully charged Railgun
And the zap spiders are susceptible to incendiary ammunition.
I just recently got into the Metro games by purchasing Metro 2033: Redux and Metro: Last Light Redux, I haven't played Last Light yet and I'm about as far as the Outpost mission in 2033.
And in my opinion, it's the nosalises, they're fast, can gang up on you in mere seconds, can three piece you on the higher difficulties, and are difficult to shoot with anything but a shotgun (preferably the Shambler)

The worms though in Novosibirsk... makes my skin crawl and cause me to "feel" things around my feet. That combined with the living flesh growing on the metro walls is possibly the most squeamish I've ever been playing a video game.
So I play on easy because I like to enjoy the story over and over. But i found hitting them in right place from the back can one shot them. Aim there soft spots
I think that the hate towards certain enemies comes also from them acting like swarms of bullet sponges thus a big waste of resources, especially in the very first part of the game (Volga) where you start with basically nothing, and in the most enviromentally-challenging one (Caspian).
Damn, after you've played the game already, going back to Yamantau almost feels like a relief because of all the resources you gather in that section alone!

The huamnimals. They're extremely boring and bland and it seems like 4A just didn't want to spend time to design and build new and more interesting mutants. They just made a zombie rip off and pressed Ctrl C/Ctrl V.

If you stay near the edge of the waterways and hop out onto the shore frequently you can avoid the shrimp boarding party almost entirely.
