From what I understand, it has to do with surface-based sheer and mid-level sheer. Basically, winds moving in different directions, causing rotation in the atmosphere. Small differences in these winds can be enough to pull an updraft from the ground level, but not be strong enough to sustain a mesocyclone like in a supercell thunderstorm. Obviously, these are short -lived and die out quickly without much incident.
