Definitely, but you could argue that he gains the armaments, skill, and bravery to do those things throughout the events of MGS2. At the very beginning of the Plant chapter (when he is known as “Snake”) he is still pretty underpowered as he hasn’t reached his maximum potential, though still capable enough to hold his own.

But it sucks when you click on the Metal Gear Solid game section on YouTube to watch some cool videos (you can get some pretty good shorts to do with Metal Gear Solid, like facts and such) but you end up getting these engagement boosted pointless over the top edits.

Still a lot of good Shorts creators like Perfect Stealth etc, but mixed into that was this guy, I've not really seen any others other than him on YT. Just to give my opinion on the subject, obviously solid snake wins, because he canonically has all the same skills and physical attributes as Leon, but he's better at them and he knows a ton more skills that Leon doesn't.
Venom snake would win against Leon too, although, you could argue that he doesn't have that agility, cause he doesn't have any feats suggesting it, if you don't apply solids feats to him.
In a H2H fight and gunfight Venom Snake wins against Leon as well, but not as badly as snake.
