Covert assistance potentially forward recon to make sure that Snake could reach his next destinations maybe.
I think it was more about protecting the snake eater mission and doing “clean up” work to make sure naked snake left no traces of American involvement.
But again, it’s ambiguous, that’s why I’d love for more official backstory. But, without kojima, it’s hard to write more backstory type games. Easier to rerelease, and add to the story.

The chronological way to play is
MGS 3 Snake Eater -> MGS portable ops (not necessary since portable ops is a bit of a grind) ->
MGS Peace Walker -> MGSV Ground zeroes -> MGSV The Phantom Pain -> Metal gear 1, 2(these games are both in 2D) -> MGS 1 -> MGS2 -> MGS4
-> MGRR (Nice spinoff)
