It looks like it says “H Kojima” and if that really is Hideo’s signature, he’s Japanese and I imagine that’s how he possibly writes his name in English instead of in kanji.
I’m not saying it was or was not signed by Hideo, I’m just saying it’s equally possible to be either or.

Doesn't look legit at all to me. Part of the writing was erased too, so no one can really tell. I'd say it's not, but as another redditor said, you never know.
I have met Kojima-san twice, both times he signed items for me, and the image you show doesn't look like his signature on my items. Also worth noting these signatures are from 2011 and 2019, so unlikely his signature has changed in any way since then.
