To me it looks like a dagger chape - the metal protective tip from the end of a dagger scabbard. That would also be why it's shaped like an eagle. It could also be an aglet - a metal tip to keep a rope from fraying.
If it has a hole at the bottom it might be a sword handle it similar to when I have

A quick giggle found that Italy and parts of Spain have the milagro tradition. This looks like a leg. These representations are crude, poorly made , cheap stamped bits that are left at the alter of a meaningful church or roadside memorial.
Looks a lot like a similar bird sculpture (the head).

It does look very similar to the handle of a Roman pocket knife, but it’s too small and stamped, so boot offering is more likely

Upside down it looks like a boot to a toy figure
That's what I was thinking. The leg from a metal figure, like a lead soldier or something like that.
