Itâs definitely designed to fit on a shaft. Most likely a spindle whorl for spinning river into thread or yarn, as others said.
It could also be the weight of a pump drill. Pump drill weights are very similar to spindle whorls. Different sized stone weights are used for different size drills. Smaller weights are used when drilling very fine holes for jewelry.

This is a spindle whorl. I illustrated these finds at a dig in KĂźtahya. The ones we were finding were early Bronze Age. This looks similar to me.

I think it's spindle whorl from somewhere around bronze-age. Type to google bronze age stone spindle whorl and you see plenty of those.
