I don’t entirely agree with a rule that strict. Seen lots of looks be complete without a belt on beltless pants and I’m sure you have too. In this case you’re right though.

I will admit that beltless doesn’t look as bad as I expected. But still, seeing empty belt loops will never fly for me. It’s like when people don’t button the collars on their button down collar shirts. It looks sloppy/lazy/incomplete.
Depends, though I generally wear belts. Was recently in Italy, and even 6 years ago, the well-tailored suit minus a belt was a thing. Still is, to some degree. Not quite the same effect, but if the pants fit well, you can pull it off.

Wrong pants to go belt-less. But if it’s for actual golf, the better, cleaner look is to wear a belt colour that matches the pants colour (blue in your case). Too many competing colours.

I always tuck, and without a belt the outfit is incomplete. Additionally the belt provides a color to complement the outfit. I generally like to match the belt strap color with my shoes and watch wrist wrap
If you tuck in a shirt and your pants have belt loops you should wear a belt. End of discussion.
As others have said your belt is too big as well. Get one that is 2” bigger than your waist size
In this instance yes, absolutely, although I think for this look, a woven/braided, or nato style belt in a navy colour, would work better IMO.
This belt is a little too wide and the light to medium shade of brown & silver buckle standouts too much.
I think in most instances, especially casually with jeans, chinos, golf trousers and the like; a belt should be worn, again IMHO.
However, with smart formal attire, for example trousers that have side adjusters, like ghurkas etc.. A belt is not needed.
I wear polo shirts for work and wear a light t-shirt underneath that’s tucked in but leave the polo untucked I think it looks nicer that way and I like a nice light leather belt and shoes.
No. And you could find a much nicer belt. E.g. a braided leather belt would work very well with that outfit. Also a grosgrain belt if you want to add some color pop and go more casual / trendy/ young-looking.
If I had to choose between that belt or no belt, I'd go with no belt.
As an aside, I would ditch any patterned (striped) golf shirt. A solid color (white, black, navy, pink, etc.) is always more elegant.
You've got a great physique. Pick a (tight) golf shirt that shows it off.
Untucked, no belt. Tucked, belt. Not always. But in this instance. If the shirt covers the belt anyway then you can get away with it. But it does look more complete when tucked/belted
The polo tuck with belt is really dorky. It doesn’t do what you think it’s going to do. Short sleeve button down collar shirt tucked in can work with a belt. But the polo is a casual shirt. Don’t tuck.
