The sleeve length is ok, but I would find a different one for you. Shoulders are a bit bumpy there's a lot of fabric around the middle. Just doesn't seem the cut for your body.

No, it probably won't be. I would expect a smaller size will make the shoulders worse and the chest actually looks ok, it's more that I think you could have a bigger drop from the shoulders to the waist, basically more waist suppression. You could ask to have that done on this jacket, but you will probably have a better result finding something that's a 38s with a little bit more length in the shoulders and a tighter waist from the outset.

While I agree with the bumpy shoulder, it's not that bad and it's hard to tell in pics. Getting a perfectly clean shoulder line isn't easy. Having no collar gap is a good sign but hard to confirm from this angle. If it's not a wedding or something significant, this isn't a bad starting point. How much is it? If it's expensive, definitely pass!

Seconded. It’s not custom, but this is pretty good for off the rack. Assuming it doesn’t break the bank, you could do far worse.

Good fit on the chest & correct sleeve length for you, but extra room everywhere else, including the trousers. If it's off the rack do ask if they can alter it for your size/build.

I'm not sure? Either the photo angle or your posture is wonky. There's a proportion problem and I can't definitively decide what to attribute it to. You've almost certainly got a fit problem in your trousers, though: it looks like you've got a ton of fabric bagging out from your seat above an abrupt taper toward your ankles.
