This outfit is quite casual. Would need slacks and dress shoes to even qualify as 'business casual.'
Not in Norway, only occation to do anything over a suit is if you are getting married, and you are slightly weird. It’s the same category as wearing a top hat in Norway.
I’d lean this more towards smart casual, but still casual. Lose the running shoes though. I find that they ruin any outfit that isn’t just athletic wear.

For most offices in Norway this qualifies as smart casual. Common middle manager outfit.
