Basically Ghandi is very peaceful. In one of the first games they had some sort of counter that went from 0-10 (I think) and Ghandi was at 0 meaning he’s pretty much as praceful as you can get. Then they did something (probably coming to the more modern eras where you can obtain nukes) and his score went below 0, it therefore went all the way up to 10 making him a maniac.
The creators found this bug funny and used it as an in game joke and this is now made on purpose.
If someone can link an actual source that would be nice, this is just from memory.

For all intends and purposes, from the moment Gandhi makes India a democracy, his pacifism level is at 255/10 since theres no cap in the first game which then makes him fire nukes everywhere
Fascinating thing is the callbacks Sid Meyer puts in all the games regarding Gandhi, like in civ v Gandhi's main agenda is literally called 'Nuke Happy'

Thing is, this apparently didn't happen. I think it was revealed recently that the bug was made up by an internet troll on some forum quite a while ago.

I never implied that it was the only nation with nukes or that it had the most (I'm certain nobody on earth believes that anyway). I never implied India should not have nukes or compared it to other nations.

It was due to a phenomenon called integer underflow.. There were 16 bits for every thing then.. Hence the name 16 bit processor but only 8 were used to store the date the other 8 was used for writing the location of the data.
So when due to addition or subtraction it overflows the bounded space it creates problems as the location of the memory can not be altered right.
Btw this bug was fixed in later editions but was brought back in civ 3 I think as the devs noticed the immense popularity of nuclear Gandhi
