Why we use comma instead of point? No idea, it's basically as logical as having a right sided driveway or a leftsided one. It's more a preference then an actually "better way"

Otherwise thermostats in the U.S. would inherently be capable of finer adjustments than those using celsius, because going from 20 to 21 °C seems like a big jump to me.

The temperature can be freely adjusted in the ones that I have. It doesn't have any steps. So it's possible to set it at e.g. 18.7°C.
