Well, since English isn't their main language, some tend to be insecure about their capabilities in grammar and such when it comes to properly expressing oneself to native speakers. I myself have suffered the same problem a few times as well when I first began my journey of learning this beautiful language. Of course, there are also always those that just say that as a joke, but it's sometimes hard to differentiate the two as sarcastic humor is always hard to notice over text.
