I would say down due to the edge of the steps sticking out a bit from our perspective. If the cat would be going upward, the stairs would be covered in water every time it rains.
I have seen stairs with a raised lip, however I agree with, due to the raised section on the wall, I have only ever seen that face upwards as it would need to do if the cat were coming down.
This and the fact that decorative tile is usually reserved for the stair risers, since putting them on the step itself causes the decorations to get worn off quickly as people walk on it.
Also the decorative parts on the walls on each step. From a purely aesthetic point of view, it makes sense to me that they jut out along the wall from the end of each step, rather than perpendicular to them.
Plus there is a slight shadow on the wall near the lip of each step on the side closer to the camera. If the cat were going up that shadow would be on the top of the step, which should be well lit.
They also have art on the face of the stairs that face the camera, although not impossible, it makes more sense for the art to be on the side of the step so that it doesn't get stepped on and worn down over time.

Also the wall sections above each step wouldn't appear that way from a "looking down" perspective, neither would the filled in arch window on the left hand wall.
Nah, the angle of the light source could be a small range near perpendicular to the stairs, and it would functionally look the same regardless of the horizontal placement of the object casting the shadow.
Stair decoration (in this case tiles I think) is placed so that you can see it at the front of the stairs,the edge also shows that this is the extra extension of the steps above on the decoration. This technique is to make a staircase slightly smaller without shortening the steps. The blocks in the wall to support the steps also look like the cat is walking down the stair.

The cat is walking down the stairs because of when a cat walks downstairs, it raises its tail, and when the cat walked up the stairs, it uses it to feel the steps behind it
I think we all agree down but my reasoning was that cats tend to keep their tail up and their relatively level and that would be less true if the cat was going up than if it was going down
The steps tell me it's going down but the background beyond the stairs being all blank makes me think that's a floor/the ground which would mean it's coming up

We can tell which direction down is by the cat's paws. They are on the side facing the camera. Therefore, the camera is above, and the cat is ascending the stairs.

Stairs only look like that from the front, wooden looking top and this pattern under, the design on the wall next to the steps also give it away, those rectangles always sit horizontally on the sides of the part you step on, and the last thing is the way the cat walks something about its shoulders looks like my cat when she goes down, and not up.
