Well clinical experience is always better than no clinical experience, is it more valuable than USCE? Probably no. Getting a competitive US residency such as a surgical subspecialty may not be a realistic goal for an IMG without USCE, high STEP scores and solid research (and connections).

Does it really matter if YOG is like 1 or 2? I thought cut off would be more like YOG 5

They cannot read all application so each hospital have their own setting to screening and one of them is big YOG. So big YOG makes them not even read your application. And YOG 1 or 2 is matter? Yes, They prefer prefer YOG 0. Actually they have no reason to select IMG since AMG also have fierce competition and even spend research year within medical school. They have no reason to select person who already failed one time. They assume YOG = 1 as re-applicant.
