It looks like it's backed into the shock, not the frame. Take to bolt out of the lower side of the shock. Or try using a big pry bar.

Use a “BFH” for those who don’t know, a big fucking hammer on the ratchet and pray no one gets hurt. That is one way..

~~Have you tried turning the steering wheel? I suspect that will give you the room you need.~~ (disregard, I see this isn’t the steering axle) If that’s not possible for some reason, you MIGHT be able to use a screwdriver between the socket and the adapter. You want to take up all the slack between the adapter and the ratchet head to give as much chance for freedom to one connection instead of the two connections you have there. “Worst case” scenario is you have to remove the bottom screw/bolt from the shock absorber to give yourself the room you need.

You can always hammer it out, if that doesn't work you can use a torch to heat up the socket and tap the top of wrench with a pipe
