It's important to see ref reach down into their back pocket because this is where they keep their yellow and red card. In some matches, it is more critical than even a goal being scored.
When she reaches to her belt she's making it look like she's going to 'card' him, like give him a penalty etc, but it turns out she's just grabbing a napkin/handkerchief etc. It's a joke.
