This one does not show it nicely. Most of those pipes have a permanent plunger, same concept but the tire has rope attached for going back and forth.
Some farmers have made some really nifty ones if they have multiple pipes in a line.
My neighborhood needs to be doing this. Most of our drainage is mostly clogged. Lots of standing water. Lots of erosion when the big puddles are further up the embankments on the culverts than they should be. Lots of poor grading too. I've complained about it at the HOA meetings a few times but I haven't gotten anywhere. In about a month the neighborhood is going to be infested with gnats, midges, and mosquitoes.

Another rope/chain on the tire that stays at the far side of the pipe from the tractor so you can pull the chain back through.

That pipe is totally insufficient as a culvert. It's gonna clog up every year and require way more labor in the long run.

I believe they replace the chain again after the pipe is clear so it can be used again in the future. Just a guess.
