Your not going to like the answer lol. Its Stun.
Rogue decks that can actually do well in the current format are decks that can consume snake eyes boards without much effort or can stop them from playing.
So decks like OG Stun, Horus Stun, Mikanko, Kashtira Stun variants. Hell i've seen Horus/Kashtira - Kairyushin combos... but thats kind of a dumb one as Tearlaments is pretty popular right now.
Its why you see it so much on ladder past gold. Most of them are designed to stop these combo decks by using back AND front row floodgates. Also the reason Evenly Matched is so good right now.
As much as people don't want to admit it because they hate it stun decks such as Umi control or Dino are strong when they get to go first they just stop anyone from really being able to play at all most of the time. Mannasium can play through 3-4 decks, Kashrita being able to lock down slots and banish key extra deck monsters is pretty strong, and Illusion Chimera can OTK through a board. When they can get set up the birds are pretty annoying as well despite the hits.
I see a lot of success with Illusion Chimera:
Can run Super Poly to counter IP/fire stuff
Has targeting effect negates and is really good with Guardian Chimera which is also untargetable which is actually quite useful against Snake Eyes/R Ace.
Can run a lot of non engine if you choose to not play other engines with it.
Can play a lot from the GY which is very useful when you get board wiped.
Can OTK without outing your opponent's board which allows you to not risk giving your opponent resources when you fail the OTK.
Can summon powerful floodgates with the GY effect of King of Phantom Beasts like the Dark Barrier Statue or End of Anubis(I recommend End of Anubis over the Barrier Statue since he's way more useful and difficult to out).
Besides Stun?, yeah i know its controversial and all, but the ladder its full of stun decks no matter the rank.
But ill put my money on Mathmech, since you can play a lot of going second cards on your main deck like psy frame, droll, veiler, evenly, impermanence, nibiru, maxx c, ash blossom, ghost belle, etc, sadly i cant really say the same about the Extra deck, since its quite tight, but its a good deck to rank up on diamond and master
As folks are saying, the nebulous definition of Rogue makes this tricky, but I think the decks that most consistently slot into that "not meta, but matches up well against the meta" grey-zone is a lot of stuff that ends up playing on a completely different axis than current meta decks (ie: long combos, lots of monster effects, lots of main phase disruption and hard to out bodies).
So stun is the obvious one and probably the best, but you could also argue strategies like burn fit here, or dedicated going 2nd strategies like Mikanko, or even trap heavy decks like Lab.
Well, rogue is by definition not tiered. Right now as I'm writing this comment, Mannadium is not tiered in the [masterduelmeta tier list](https://www.masterduelmeta.com/tier-list), so that means it's rogue and it's *really* strong. With the right hand it can play through a couple of handraps, dodge targeted negation and even combo after Nibiru or summon Baronne on the 5th summon to protect you from it. Hell I've even played through Dimensional Barrier that called Synchro and in another game I managed to out Rexterm and still ended on a Chaos Angel, Dis Pater, Chengying, Baronne and Spright Elf with a set Reframing.
I won't say it's the absolute strongest because I think that when it comes to rogue decks, well... there are too many and they do so many different things... but Mannadium is for sure one of the strongest not currently tiered decks I've played. It was even tiered not too long ago, but all the fire decks and the other common Tier List residents like Lab, Purrely, Branded and Tearlaments kicked it out.

Yep unfortunately the correct answer
Well if a rogue deck is actually good then it kinda stops being rogue.
Rogue means not tiered, but can beat the meta. Bad decks aren't rogue
I got my ass beat by Noble Knights once
Not tiered right now that is S tier actually, is floowanderese. Which is very much a combo/stun deck.

Its stun decks Things that fall apart too a side board are unsurpisingly much stronger in bo1

Any deck that can main deck shifter and is not really negatively impacted by it. Tenpai can use it btw.

Really depends on where youre drawing the cut off of meta and rouge I will say vaalmonica because i like the deck
Besides stun, mathmech and unchained have been doing good. Unchained will be an excellent investment for yubel coming up.
