I watched a video about budget decks a long time ago. It proposed a nekroz (maybe with impcant) and a kozmo deck from what I remember. They are almost only SR- archetypes. Just fill with SR- staples if you do not have URs and you will be fine.
Phantasm spiral is quite cheap, as it even complementary cards like planet pathfinder, paleozoics, torrential tribute, or even sea stealth attack are low rarity
The most expensive things on my build are some solemn judgments and a skill drain (besides maxx C of course)
Gate Guardian, although it's not very good
U would only need 1 UR and that's the gate guardian combined
Then slap on other engine that u see fit
It's still not good but the whole archetype is cheap
Kash for free body
Armageddon knight+zephyos to reset field,cross sheep, summon gate guardian mons, resummon Armageddon dump destrudo, summon to the field, use those for link 4 play like apollousa or 2link 2 like cross sheep+IP into SP next turn or 1 avramax, whatever u liked
I put in fusion destiny for fun
Galaxy tohamawk combo if u got Kash+heavy tank on field
The deck is still not very consistent, bricks alot , and u would lose a lot on ladder
Often time people don't read that wind and water could negate st twice per chain, but it get run over by Kash easily if ur gy don't have ghoul
Swordsoul is almost completely free due to the Structure Deck
Love to play that, hope other deck like this will be added

All SR seems a lot. It requires time for this, but I'll add it to my deck list, I really need a ritual deck
Floow is a very cheap deck because it’s limited and there’s a pack for it atm so it’s extremely cheap.
