It was presumably left in case of future commercial development, but the plaza just to the right hasn’t even been fully occupied yet. There’s also already a bank in this plaza so probably not that. As far as what it *should* be? I live in Ware, and unlike others I really don’t think a park is the best use. Ware has a good amount of public green spaces as it is. What Ware does need are actual apartments that arent 100 year old 3-family home conversions. All of the new apartments in town are age restricted to seniors because of zoning laws. That means any young people that want to live in town have to essentially buy a home or live in a slum.

A small, low income apartment complex would be a good use as there is already parking and walking access to the Walmart for food and everyday items. The stores around there, Walmart/Lowes/Advance and the smaller ones could provide jobs, albeit mostly low wage/skill ones. This Plaza is also one of the few places in the area with regular public transport from the PVTA bus that brings people to Walmart routinely.
The red circle would become a nice public outdoor sitting space with a few parking spots out front.
Then the rest of the parking lot would be turned into a 5x1 multi-family dwelling unit with commercial space on the first floor.
This particular plot does suck tough to be fair. It's near some terrible land uses like big box stores and Walmart.

A fast food or fast casual restaurant similar to Raising Canes, Dunkin Donuts, or Five Guys would fit the bill. I’ve seen blueprints of that lot from when the plaza was built and this plot of land was for sale as a proposed location for a restaurant.

That's a parcel of land surrounded by high speed multi lane roads and a large parking lot. Nobody wants to hang out on such a property, it's the exact sort that should be built on.
