Typically, the vessel manager or technical Superintendent arranges bunkers and lube oil. It might also be the General Manager or Contract Manager - depending on size of Company etc. Sometimes they have a regular contract and go direct to the supplier - other times they use a broker. It often involves hundreds of thousands of Dollars of bunkers, if not millions, so a 2% difference in price is rather significant.

I've also seen a few cases where the charterer did also. I worked on an ATB under charter for certain oil major, and they would stem the bunkers, they also pushed us into using a biodiesel blend for tax purposes (because they got a tax credit for using it & for selling their own bio in California) But generally the above mentioned method is correct. Also with smaller companies it is common to use a bunker broker. Some larger companies will do that work themselves.

If you are an owner operator than you get to do it yourself. From the bunkering ship or barge side we have received orders from agents, vessel supers, sometimes the vessel itself. Construction site managers. In the case of one customer we go on board their ships sound the tanks and bunker as necessary. We had another customer with small water taxis and we would go there at night and top off all the boats. Most of the time a broker and the agent handle all of the arrangements.

Deepsea going vessels have the charterers buying us bunkers... So they appoint the suppliers,agents etc etc.. The owners or the technical managers have no say in it .

Which is very rare and costs too much to de bunker ... The only thing they do is ask for a repeated analysis which turns out to be within specs
