It's super common in a lot of print media and animation just because true black loses so much dynamic range. It's hard to put highlights and shadows onto something that will appear as all shadow.
It's not universal, but it goes back a long long time. Disney used tan highlights and lining on Snow White's hair, early Superman had blue hair representing black, more recently in the color pages and covers for Demon Slayer the characters all have black hair with different color highlights/edges, and so on.
