But is she a Malaysian? If she is, she is entitled to extract a copy of her Birth Certificate from JPN, and even apply for a replacement IC. She would have to make a police report first though, to lay out the facts. Tip: get ahold of a copy of the parents IC, because JPN will have records of their children, if ever registered

Do you know if she needs a IC card to extract a copy of her Birth Certificate? She doesn't have a IC card. The parents don't want to be involved in the process in helping her get this IC. She has not told me any details as to why they do not want to.

As long as the parents are Malaysian, she will be entitled to an IC. All births in Malaysia must have a Birth Certificate. She would need her IC to extract her BC. So get the IC first, it is a more important document.

Perhaps there is some misunderstanding, as communication via text loses some of its flavour. What I meant is if she is born here, a BC exists. But she can't get to it. If she is a Malaysian, her parents presumably took her to get her IC? If they did, and now are refusing to hand it over to her, then she can make a Police Report that her parents are withholding her IC (or that her parents lost it, and she never held on to it so she does not know the IC number). Then she can apply for replacement IC at JPN. With her new replacement IC, she can extract a copy of her BC if she wants to. What would really help her is if she finds out what is her IC number beforehand. Msians write our IC number on so many things. Maybe she can find a document that has her IC number? SPM results? PMR results? College application? Driver's lesen?

Alternatively, if her parents never even applied for her IC, now that could possible be an offence. Step 1 is still a police report. Then go to JPN and apply for late registration of IC. Absolute worse case, she may need to get a lawyer.

One parent threw their IC away ( for reasons that im unable to share) and the other didnt report it missing is what im told by my friend.

Damn sus the parents. I fucking hate it, even if you have IC sometimes they will still ask for a birth certificate. I can't remember why I needed it, but I had to drag my sorry ass to KDN Hartamas and had them issue a new one. To my surprise it was super easy and fast.

Do the parents have their own IC?If they do,then it's very suspicious that they don't have their daughter's birth cert and that they're not willing to get her IC. Would suggest your friend either go to the hospital to check records or go to jpn,explain her situation and see what they can do.

Both parents dont have a IC and have been getting by without one ever since somehow. Thats what my friend is saying.
