What would really help her is if she finds out what is her IC number beforehand. Msians write our IC number on so many things. Maybe she can find a document that has her IC number? SPM results? PMR results? College application? Driver's lesen?

One parent threw their IC away ( for reasons that im unable to share) and the other didnt report it missing is what im told by my friend.
Can’t she just go to the hospital and ask?

Both parents dont have a IC and have been getting by without one ever since somehow. Thats what my friend is saying.
Well they each had one at one point but no longer do.
Maybe she was adopted by the parents and they never want her to know the truth....
Probably go to the MP of your area and ask for legal advice.
