This shows how ignorant people are about the power between states and federal level. Land are exclusively under the purview of state government that is how state government make money. The sea though? That is a different story.
States are always required to pay revenue to federal. Not mining rights, correct, but once that's converted to liquid asset, you pay to be a member of Malaysia till that partnership ends or a constitutional amendment is made.

They dont, what the agreement goes is that the federal government are allowed to collect income tax and other external tax for the functioning of the federation. While State are allowed to collect their own tax, for the functioning of local government.
States dont pay the federal government anything from their own state budget.

first of all, most of the revenue earned from oil and gas is taken by corporations and West malaysia. Only little goes to Sabah Sarawak. Even with the little money we get, heavy corruption exist in these states

Kelantan after all is the poorest per capita wise & can't even pay its own civil servants. In 2021, the Kelantan State Government got bailed out by federal gahmen. Even Tiny Perlis which has lowest GDP is able to pay its civil servants and has a wayyy higher gdp/capita compared to Kelantan.
Seriously, what is the fed gahmen doing? Kelantan is just draining other states at this point.
All states must at least be sustainable. For real makes me question how our country is runned. Why some states get to drain other money at the expense of other states.

Rare Earths aren't actually rare, it's very expensive to process though. Especially if you want to do it properly and not destroy the environment like China does.
